Cape Verde Hosts Its First “Policy Hackathon” to Boost Startups and the Digital Economy

From June 2 to 6, Cape Verde is hosting its first-ever Policy Hackathon, a pioneering initiative taking place in the cities of Praia, Sal, and Mindelo. The event is promoted by the Government of Cape Verde through the Ministry of Digital Economy and aims to involve entrepreneurs and institutional partners in the co-creation of the Cape Verde Startup Act — a strategic legislative tool to foster the country’s innovation ecosystem.

The initiative, held in partnership with Pró-Empresa and Cabo Verde Digital and financially supported by the World Bank, is free to attend upon prior registration.

According to the organizers, full logistical support (travel, accommodation, and meals) will be provided for participants who need to travel between islands. The events will take place on June 2 (Praia), June 4 (Sal Island), and June 6 (Mindelo).

This hackathon marks a new phase in the participatory development of the Startup Act — legislation designed to create a more competitive, inclusive, and supportive business environment for startups and tech innovation. The initiative is part of a broader strategic package of over 2.2 million USD announced by the Government on May 5, aimed at accelerating the development of the digital economy in Cape Verde.

About the Event

The event is supported technically by i4Policy and the law firm Miranda Advogados, and expects up to 65 participants per location, organized into collaborative groups. The goal is to propose practical, effective solutions based on the sector’s real needs, ensuring the Startup Act is tailored to Cape Verde’s reality and developed inclusively.

During the sessions, participants will discuss key topics such as tax incentives, access to funding, inclusion programs for women entrepreneurs, and the simplification of legal and administrative processes.
