New European Union Ambassador Pledges to Strengthen “Special Partnership”

The new European Union (EU) ambassador to Cape Verde, Sylvie Millot, stated on Wednesday, September 10, that the country is the only one in Sub-Saharan Africa with a “special partnership” with the institution. The diplomat, cited by Lusa, assured that she will strengthen cooperation with Cape Verdean authorities.

“Cape Verde is the only country in Sub-Saharan Africa with which the EU has this ‘special partnership.’ This demonstrates the excellence of our economic, commercial, but also human, cultural, and friendly relations,” Sylvie Millot said after presenting her credentials to Cape Verdean President José Maria das Neves.

The ambassador highlighted that this partnership has gained a new dimension with investments from the Global Gateway initiative, the European plan for strategic infrastructure investment. These funds aim to accelerate digital and energy transition, as well as the development of the blue economy in the archipelago.

“These investments will have a significant impact on the life of every Cape Verdean. I am also referring to cooperation in maritime security, sustainable development, and culture, which energize our partnership. The EU is a reliable partner at all times,” she added.

Over the next four years, Sylvie Millot pledged to work closely with local authorities, civil society, and the private sector. The goal, she emphasized, will be “to further strengthen this partnership that unites the EU, its member states, and Cape Verde.” In September 2024, Cape Verde, the EU, and the European Investment Bank (EIB) signed a €300 million financial package. The funds are intended to support sectors covered by the Global Gateway strategy, including mobilizing the private sector.

The new ambassador, a French national, has more than 30 years of experience in EU institutions. She has held senior positions in Brussels and served in countries such as Morocco, the Dominican Republic, and Mozambique.

At the EU Directorate-General for International Partnerships, Sylvie Millot was responsible for regions including Latin America, the Caribbean, Southern Africa, and the Indian Ocean. She also played a key role in dossiers on climate change, budget support, and the Global Gateway initiative itself.
